Delaware Approves Reform Plans for "Partnership Zone" Schools
---Dramatic Changes Coming to Four Delaware Public Schools ---
(Dover, DE) --After nearly four months of local planning, community input and significant deliberations, the Delaware Department of Education (Department) approved ambitious plans to improve Delaware’s first four "Partnership Zone" schools, Secretary of Education Lillian M. Lowery, Ed.D., said today.
The Department approved reform plans for Delaware’s first four Partnership Zone schools: Positive Outcomes Charter School in Camden; Stubbs Elementary School in Wilmington; Howard High School of Technology in Wilmington; and Glasgow High School in Newark. All plans officially are transformation models and reflect the needs of the schools’ individual students, including targeted strategies to improve student performance. In the transformation model, schools make significant changes in their governance and operation.
Former Secretary Lowery said, "The plans also represent key stakeholder commitments to offer fundamentally different educational services to the students. All four schools will now receive additional funding over two years to implement these improvements."
"These agreements speak to a renewed commitment to strengthen our schools," said Governor Jack Markell. "The changes will not be easy, and they will not happen overnight – but the fact that people worked together, taking ambitious steps to improve our schools and reached agreement on those changes, should make all of us proud. I want to congratulate the schools, districts, boards and teachers' union on their work. Together, we can create educational environments that continually challenge our students to reach their full potential. That’s what all of us want."
Partnership Zone schools are an important part of Delaware's plan to strengthen public education and were included in the state’s successful federal Race to the Top application in 2010. This summer, the Department of Education will select an additional six struggling schools to receive similar support through the Partnership Zone.
