Woodruff Selects New Deputy Secretary

Dr. Nancy Wilson to Replace Dorcell Spence as Deputy

Dover, Del.–February 18, 2005Secretary of Education Valerie A. Woodruff has announced that Nancy J. Wilson, Ph.D., Associate Secretary for Curriculum and Instructional Improvement, has become the Deputy Secretary of Education, effective immediately. Dr. Wilson replaces Dorcell S. Spence who becomes Associate Secretary for Finance and Administrative Services at the Department of Education (DOE). Martha Brooks, Ed.D., Director for Exceptional Children and Early Childhood Education at DOE will replace Dr. Wilson as Associate Secretary for Curriculum and Instructional Improvement.

In her position for the past five years as Associate Secretary, Dr. Wilson has led the largest branch within DOE with responsibilities ranging from curriculum development and content area standards to special education and charter schools. A wide array of student support programs such as homeless, Title I, gifted and talented, migrant and Advanced Placement have been under her jurisdiction, as well as implementation and compliance monitoring of Federal programs. Dr. Wilson has presented to dozens of audiences throughout the state on Delaware’s accountability plan for the far-reaching No Child Left Behind law, has been instrumental in strengthening resources to students with limited English proficiency, expanded and improved the quality of early childhood programs, and gained important support for full-day kindergarten.

In addition, Dr. Wilson has been a strong voice on behalf of Delaware’s most vulnerable children. She established Delaware’s Early Intervention Program for Infants and Toddlers with Disabilities. This model of interagency collaboration serves more than 1,200 children and their families each year with special education services and case management. She was also responsible for the development of the Growing Together Portfolio that is given to more than 10,000 parents of Delaware newborns each year. The GT Portfolio recently celebrated its tenth anniversary this year and includes a five-year calendar customized with information specific to Delaware children’s services and supports.

“By moving Nancy into the Deputy Secretary position and moving both Dorcell and Martha into the vacated positions, I now have a complete Cabinet staff that I haven’t had in more than two years,” said Secretary Woodruff. “I look forward to working with Nancy, Dorcell and Martha in their new positions as we move ahead on all education issues.”
