  • Support the creation of community learning centers that provide academic enrichment opportunities during non-school hours for children, particularly students who attend high-poverty and low-performing schools
  • Offer students a broad array of enrichment activities that can complement their regular academic programs

  • Increase academic achievement of participating students in one or more academic areas
  • Increase school connectedness of participants, including families, caregivers, and school teachers
  • Increase capacity of participants to become productive adults

The Delaware Department of Education manages statewide competitions and awards subgrants to eligible entities. For this program, “eligible entity” means a local educational agency, community-based organization, another public or private entity, or, ideally, a consortium of two or more of such agencies, organizations, or entities. States must give priority to applications that are jointly submitted by a local educational agency and a community-based organization or other public or private entity. Consistent with this definition of eligible entities, faith-based organizations are eligible to participate in the 21st Century Community Learning Centers program.

Subgrant awards are for 21st CCLC programs for a period of 3 to 5 years. Subgrantees must primarily serve students who attend schools that are eligible as Title I schoolwide programs (40% or higher poverty level, based on the Expanded Poverty definition). Subgrantees must offer opportunities for families to actively and meaningfully engage in their children’s education. (A component of this may include family member and caregiver literacy programs.) Subgrantees are required to submit a "Sustainability Plan" describing how the community learning center will continue after 21st Century funding ends.

Each 21st CCLC subgrantee may use the funds to carry out a broad array of before- and after-school activities (including those held during summer recess periods) to advance student achievement. These activities include:
  • Remedial education activities and academic enrichment learning programs, including those which provide additional assistance to students to allow the students to improve their academic achievement;
  • Mathematics and science education activities;
  • Arts and music education activities;
  • Entrepreneurial education programs;
  • Tutoring services, including those provided by senior citizen volunteers, and mentoring programs;
  • Programs that provide after-school activities for limited English proficient (LEP) students and that emphasize language skills and academic achievement;
  • Recreational activities;
  • Telecommunications and technology education programs;
  • Expanded library service hours;
  • Programs that promote parental involvement and family literacy;
  • Programs that provide assistance to students who have been truant, suspended, or expelled to allow them to improve their academic achievement;
  • Drug and violence prevention programs;
  • Counseling programs; and
  • Character education programs.
Quality afterschool programs provide safe, engaging environments that motivate and inspire learning outside the regular school day. While there is no one single formula for success in afterschool programs, both practitioners and researchers have found that effective programs combine academic, enrichment, cultural, and recreational activities to guide learning and engage children and youth in wholesome activities. They also find that the best programs develop activities to meet the particular needs of the communities they serve.

The Delaware Department of Education is issuing a request for proposal (RFP) to select subgrantees to administer 21st Century Community Learning Center (CCLC) programs under the Federal Elementary and Secondary Education Act. 21st CCLC programs are designed to provide students with academic enrichment activities in order to help them become more successful in school. Programs may be developed at all grade levels to support elementary, middle and high school students. This is a competitive grant. Funding for the learning centers will be awarded through a competitive process. Applications for these funds will be made available early October 2012. Applicants will propose a program and budget based on the activities that are needed for the students. The initial grants will be at least $50,000 annually for three to five years.

Profile and Performance Information Collection System (PPICS) Searchable Database

The purpose of PPICS is to collect basic information about the characteristics associated with 21st CCLC projects funded through state-administered programs and the outcomes these programs were able to achieve as a result of providing services to students and adult family members attending their programs. Drawing from data housed in PPICS, one can search for information regarding (1) competitions held by states to award new 21st CCLC grants and (2) programs being run by active 21st CCLC grantees. Subgrantees are assessed regarding student progress by monitoring student grade summaries, test scores, teacher surveys, and parent surveys through the federally-required PPICS online tool. http://ppics.learningpt.org/ppics/public.asp

Submit your amendment via e-mail for approval to the Delaware 21st CCLC State Coordinator.

If actual expenditures within any reporting category exceed the higher of 15% or $5,000 of the budgeted amount, the subgrantee must briefly explain why as part of a budget amendment. A similar explanation is required if expenditures of $5,000 or more are made within a reporting category for which no expenditures were budgeted.

There are no extensions or carry-over allowed. The subgrants generally are for 1 year, 45 days.

21st CCLC students must be tagged in eSchool Plus. This information must be updated quarterly: February 15; May 15; August 15; and November 15

Annual Evaluation Report - Each 21st CCLC program must submit to the Delaware 21st CCLC State Coordinator, no later than 30 days after the subgrant end date, the following items as its Annual Evaluation:

  • the current Annual Performance Report (APR) Summary from Profile and Performance Information Collection System (PPICS) data reflecting data through the subgrant end date,
    • PPICS will create an APR using the latest data in PPICS
    • Input and update data when an evaluation is needed
  • the final Expenditure Report
    • Must show Total Budget line for every column, which should match the amounts in the original subgrant and NOTOG.
    • Must show Total Expenditures for every column, which should match your program’s financial records for all expenditures. Ideally, the grand total should equal the grand total of the Total Budget amount.
    • If actual expenditures within any reporting category exceed the higher of 15% or $5,000 of the budgeted amount, the subgrantee should briefly explain why. Subgrant Assurances 

21st CCLC subgrantees assure that each of the Centers will be meeting Delaware Office of Child Care License Regulations. The only exemption for this assurance is in situations where 1) the public school is the lead agent of this subgrant AND 2) all 21st Century program sites are located in public schools in that school district or charter school. PLEASE NOTE: If a 21st Century program is located in a public school (or schools) where the community-based organization is the lead agent of this subgrant, then that public school (or schools) MUST BE LICENSED by the Delaware Office of Child Care License. Payments to 21st Century subgrantees after December 31, 2011 will be withheld until the subgrantee can show valid Office of Child Care Licensing for each site in their 21st Century program.
