The Delaware Department of Education Charter School Office has developed a formal means of lodging complaints regarding department authorized charter schools and/or the school’s personnel. This process is in place to provide assistance where possible to parents and community members in handling issues, problems, alleged violations of applicable statutes, regulations and the school’s charter, etc. when all means of resolving the issue at the school and/or Board level have been exhausted and unproductive. Complaints relating to charter schools approved by a school district should be directed to that school district’s elected school board. 

• Parents or community members must first attempt to address their concerns with the established leadership within the charter school. Teachers and administrative staff can help identify the appropriate school leader.
• If the leaders within the school are unresponsive or do not provide a resolution that is deemed satisfactory by the complainant, concerns should be addressed with the charter school’s Board. If the school does not provide the contact information for the Board president or parent representative, that information may be obtained by contacting the DDOE Charter School Office.
• If the charter school’s Board is unresponsive, the parent should then contact the DDOE Charter School Office via the online complaint system. (In the event that an individual does not have internet access, a form may be mailed to the individual upon request). Parents will be asked to document their communications with school leaders and the Board as outlined above, as well as provide detailed information regarding the alleged incident (facts, details and time frame). A representative from the DDOE Charter School Office will contact the charter school against which the complaint was filed in order to attempt to resolve the complaint. DDOE Charter School staff will inform the parent or community member of the final determination.  Where authorized by law and deemed appropriate by the department, the department may seek remedial action against the school’s charter.
